Wisconsin's 85-Year Arc: The Rise and Fall of a Deer Empire
No other state in our corpus goes back this far. Wisconsin's county harvest record runs from 1939 (the eve of the Second World War) to the 2025 season, an unbroken 85-year arc. Read end to end, it is a complete biography of a deer herd: primitive boom-and-bust seasons, a post-war scarcity so severe the harvest fell below 17,000, a managed explosion that crested at roughly 615,200 deer in the year 2000, and a deliberate, half-herd reduction into the chronic-wasting-disease era that followed. This is what a full cycle looks like.

ITHE OLDEST RECORD
Most harvest records are young. Mandatory electronic registration, county-level tabulation, and the digital archives that make long series possible are largely creations of the last twenty-five years. Wisconsin is the exception. Its county harvest tabulations reach back to 1939, and they run continuously — season by season, through a world war, the interstate era, the whitetail's continental population boom, and the arrival of chronic wasting disease — to 2025. That is 85 uninterrupted seasons, the longest such record in our twelve-state corpus. It lets us do something we can do nowhere else: watch a single deer herd move through an entire cycle, from scarcity to saturation and back toward the middle.
IISCARCITY AND OVERCORRECTION
The opening decades do not look managed, because they largely were not. The harvest lurches: a wartime any-deer season sent the 1943 kill to 117,664, roughly triple the seasons on either side of it, and the herd was hunted and starved back down so hard that by the mid-1950s the annual harvest fell to under 17,000 at its 1954 low (16,958), less than a fifth of the 1943 figure. Wisconsin was, in these years, learning deer management in public. Buck-only seasons, brief any-deer openings, and the political fight over how many antlerless permits a state could tolerate produced a saw-toothed record that is honest about the era: nobody yet knew how to hold a herd at a chosen level. These earliest figures are also the least precise in the series and should be read as direction and magnitude, not to the individual animal.

IIITHE MANAGED EXPLOSION
From the 1960s forward the record straightens into a climb. The harvest cleared 100,000 durably by the mid-1960s, held six figures through the 1970s, and then (as farmland edge, forest regrowth, mild winters, and a maturing permit system compounded) accelerated. It passed 200,000 in the early 1980s, 300,000 by the late 1980s, and 500,000 by 1999. The line crests in the 2000 season at roughly 615,200 deer, the single largest reported harvest in the record. This was the high-water mark of the American whitetail boom writ small: a northern state whose deer had gone from a managed scarcity to a genuine surplus in forty years. The 2000 peak is not a data artifact. It is the year the herd, the habitat, and liberal antlerless seasons all lined up at once.

IVTHE DESCENT
What goes up in this record comes down on purpose. After 2000 the harvest falls in steps rather than a slide: a sharp drop from 518,366 in 2007 to 329,103 by 2009, then a series of lower peaks. Two forces drive the descent, and they are not the same thing. The first is deliberate herd reduction: after decades of complaints about crop damage, deer–vehicle collisions, and forest browse, Wisconsin spent the 2000s pushing antlerless harvest hard to bring density down toward habitat and social goals. The second is chronic wasting disease, first found in the state's southern farmland in 2002, which reorganized both management and hunter behavior across large zones. By the 2025 season the reported harvest of 294,654 is a 52% decline from the 2000 summit: the herd's output, in one generation, roughly halved.
The tail of the record also flattens. From 2014 onward the series settles into a narrow band (265,000 to 310,000) with no year approaching even two-thirds of the 2000 figure. Some of that flatness is real biology and policy: a herd held down on purpose does not spike. But part of it is bookkeeping, and honesty requires naming it. The post-2014 figures come from a different accounting vintage than the decades before, and the two should not be read as if measured by an identical ruler.
VTHE SEAM
The long arc is legitimate, but it is stitched from two source vintages, and we will not splice them silently. The pre-2014 county figures come from an archival tabulation covering 72 counties, including eleven Northern-Forest reporting units that were later consolidated away. From 2014 forward the record is the state's current registration vintage across 61 counties. The eleven vanished counties are the subject of a separate FDR analysis; here the point is narrower. Where the two vintages overlap, the statewide sums agree closely, which is why the arc holds together as a story. But a 2000-versus-2025 comparison spans that seam, and the older years carry both a different county roster and looser original precision. Read the shape of the curve — scarcity, explosion, halving — with full confidence. Read any single cross-vintage percentage as a strong estimate, not a laboratory measurement.
VIWHAT THE ARC MEANS
Very few places let you see a wildlife population complete an entire cycle in one dataset. Wisconsin does. The 85-year record shows a herd hunted to scarcity and overcorrected in the primitive era, rebuilt into a genuine surplus across the managed decades, crested at a level (615,200) that a 1954 hunter would not have believed, and then walked back down by design and by disease to roughly half of that. For 2026, the practical reading is not nostalgia for the 2000 peak, which was a specific and partly artificial high. It is that Wisconsin's current herd sits on the descending, stabilized shoulder of a full cycle: lower than the boom, far above the post-war floor, and held there deliberately. The empire did not collapse. It was, in the most literal sense, managed down. The record is long enough to prove it.
