When the Herd Bounces Back: What Two Decades Say About Recovery
It is one of the most natural questions a hunter can ask after a bad year: does it come back? The historical record for the Midwest’s longest harvest series gives a careful answer. After the shocks of the 2012–2013 disease summer and the hard winters around it, harvests did recover. But the recoveries were slow, uneven, and capped. Illinois climbed all the way back over eleven years; Iowa rose partway and settled onto a durable lower plateau; Wisconsin and Michigan bounced into lower bands and stayed there. This paper describes what those series did. It is a look backward at a pattern, not a forecast of any future season.
- Illinois is the full-recovery case, but a slow one. From its 2013 trough (128,572) the harvest climbed 21.6% to 156,338 by 2024, essentially back to its pre-shock 2011 level. It took eleven seasons.
- Iowa recovered only partway. Off the same 2013 trough (99,414) it rose to a plateau near 110,000 in its best years (roughly +10%) then held there, still well below its former peak. A new, lower floor, not a return to the old one.
- Wisconsin and Michigan show a third shape: no clean trough-and-return but a bounce into a durable lower band. Michigan settled around 295,000–315,000, roughly 18% under its 2011 level, and stayed.
- Across all four the common thread is that recovery, where it happened, was gradual and management-capped: it took most of a decade and stopped where antlerless policy let it stop. The record shows no snap-back to old highs by default.
IWHAT THIS PAPER IS, AND IS NOT
Every harvest series in this study carries the same scars: the 2012 hemorrhagic-disease outbreak and the difficult winters bracketing it drove sharp drops into 2013. The useful question the record can answer is what happened afterward: how, and how far, harvests came back. That is a historical question, and this paper treats it as one. It describes the recovery paths four states actually traced between 2013 and 2024. It does not project any future season, and nothing here should be read as a prediction; deer numbers turn on weather, disease, and policy that no past series determines. What the record does offer is a sense of shape: how recoveries have tended to look once they were already complete enough to see.
IIILLINOIS: ALL THE WAY BACK, SLOWLY
Illinois is the clearest recovery in the record, and its lesson is patience. The harvest bottomed at 128,572 in 2013, then rebuilt in fits and starts (up to 140,000 by 2015, back down in 2016, up again) before reaching 156,338 in 2024. That is a 21.6% climb off the trough, and it returned the state essentially to its pre-shock 2011 level of 156,297. The recovery was real and it was complete. It was also gradual: eleven seasons of uneven gains, not a rebound. A hunter who wrote Illinois off at the 2013 low would have been wrong. But a hunter who expected a quick snap-back the following year would have been wrong too.
IIIIOWA: A NEW, LOWER FLOOR
Iowa recovered from the same 2013 trough (99,414), but only partway, and the reason is policy as much as biology. Harvest rose to a band around 102,000–110,000 (touching 109,544 in 2020 and 109,591 in 2022) and then simply held there, roughly 10% above the trough in its best years and well below the old peak. Iowa did not fail to recover; it recovered to a different level, because the state kept antlerless quotas restrained rather than letting harvest climb back to its mid-2000s highs. The plateau is the recovery. This is the pattern that most often gets misread as “the deer never came back.” In fact they came back to exactly where management chose to hold them.
Recovery, where the record shows it, was slow and capped: the better part of a decade, stopping where management let it stop. Not a snap-back, and never guaranteed.
IVWISCONSIN & MICHIGAN: BOUNCE AND BAND
The two larger-harvest states show a third historical shape, one that resists the tidy trough-and-return picture. Michigan’s harvest, measured by its mandatory registration, sat well below its 2011 level of 363,812 through the late 2010s, dipped to about 271,290 in 2018, bounced to 314,831 in 2020, and then oscillated into a durable band around 295,000–315,000: a partial recovery that stabilized roughly 18% under the old peak and stayed there. Wisconsin’s live series is noisier still, swinging between about 265,000 and 310,000 across 2014–2025 without ever returning to its early-2000s highs. Neither state traced a clean recovery curve; both settled into lower ranges and held. The regional difference is the point: the same era of shocks produced a full slow recovery in Illinois, a plateau in Iowa, and lower bands in Wisconsin and Michigan, because the mix of cause, herd management, and habitat differed in each.

VTHE SHAPE THE RECORD SHOWS
Put the four paths side by side and a consistent historical shape emerges, without any need to guess at the future. When these herds took a shock, the harvest did not vanish and it did not instantly rebound. It recovered on the order of years, not seasons; how far it recovered depended on the cause and the region; and its ceiling was set by how much antlerless harvest each state chose to allow, not by the deer alone. Illinois climbed all the way back over a decade because management let it; Iowa rose to a deliberately lower plateau; Wisconsin and Michigan settled into lower bands. That is what the record between 2013 and 2024 did. It is a description of the past, offered as context for reading a harvest series honestly, not a claim about what any herd will do next, which the data here cannot and does not tell.

- Michigan is reported here via mandatory registration; the state also publishes a hunter-survey estimate that differs materially, and the two are never blended. Wisconsin’s live series excludes eleven Northern-Forest counties removed in a 2025 rebuild.
