The Best Deer Data in America Is on a Military Base

State harvest data is a triumph of scale and a compromise on grain: a whole state, one row per county per year, estimated or telechecked and rolled up. Military installations invert the trade. A base is a closed property with a fixed hunter roster, a mandatory check station, and a wildlife biologist on staff. The numbers it produces are the finest-grain deer data published anywhere in America. Camp Ripley in Minnesota reports hunters and deer by the day with a six-way sex-and-age breakdown; Camp Atterbury in Indiana publishes antler measurements; Fort McCoy in Wisconsin tracks disease surveillance deer by deer. This is a paper about data quality, not a ranking of places to hunt.

  • Camp Ripley (MN) publishes per-day counts. On October 31, 2020, the installation recorded 1,254 hunters afield and 153 deer taken that single day: a grain of resolution no statewide harvest survey can approach.
  • The sex-and-age split is six ways. Camp Ripley's 2021 archery hunt broke its 273-deer harvest into adult, yearling, and fawn classes for each sex (102 adult bucks, 66 adult does, 37 yearling bucks, 31 doe fawns, and so on). It's the kind of composition data most states only estimate.
  • Camp Atterbury (IN) publishes antler morphometrics. Its records give an average greatest inside spread of 12.8 inches for 2.5-year-old bucks and 14.3 inches for 3.5-year-olds, with main-beam lengths of 17.3 and 19.4 inches — property-level antler data that exists almost nowhere in the public record.
  • Fort McCoy (WI) tracks disease deer by deer. In 2024 the base collected 241 CWD samples, found 1 positive, and attributed 10 deer deaths to EHD — surveillance detail at a property scale states report only in aggregate.

IWHY A BASE MEASURES BETTER

Closed property, fixed roster, mandatory check

The reason military installations produce superior deer data is structural, not a matter of effort or budget. A state agency estimates harvest across millions of acres and hundreds of thousands of hunters it cannot individually track; even the mandatory-check states resolve to one county-year figure. A base is the opposite kind of object. It is a fenced, access-controlled property with a known acreage, a hunter roster capped and drawn by lottery, entry and exit through gates, and a natural-resources office whose job includes running the hunt and managing the herd. Every hunter checks in and checks out; every deer passes a check station where a biologist can age it, sex it, weigh it, and sample it. The result is not an estimate stratified into units. It is a near-census of a defined population. What states approximate at the scale of a county, a base measures at the scale of a morning.

IICAMP RIPLEY

Deer data by the day

Camp Ripley, a National Guard training center in central Minnesota, runs one of the country's best-documented controlled archery hunts, and our corpus holds roughly 320 published measurements from it. The grain is what distinguishes it. Where a state publishes a season total, Camp Ripley publishes per-day figures: on October 31, 2020, 1,254 hunters took 153 deer; the next day, 1,079 hunters took 80. It reports permits issued (around 2,500 in a typical recent year), hunters actually participating, successful-hunter counts, and a season success rate that has run in the 11–16% band across recent archery hunts. And it splits the harvest six ways — adult, yearling, and fawn for each sex — so that the 2021 hunt's 273 deer resolve into 102 adult bucks, 37 yearling bucks, 18 buck fawns, 66 adult does, 19 yearling does, and 31 doe fawns. That composition is the raw material wildlife biology is built on, and almost no other public property publishes it.

IIIATTERBURY AND FORT McCOY

Antlers in Indiana, disease in Wisconsin

Each installation publishes to the shape of its own management program, and the variety is the point. Camp Atterbury in central Indiana runs a quality-managed hunt and reports the antler data that implies: an average greatest inside spread of 12.8 inches for 2.5-year-old bucks and 14.3 inches for 3.5-year-olds, with main-beam lengths of 17.3 and 19.4 inches respectively, alongside a published 15-inch minimum-inside-spread antler standard that shapes what hunters may take. Property-level antler morphometrics like these are exactly what state harvest tables cannot contain. Fort McCoy in western Wisconsin publishes to a different priority — herd health. Its recent records report a 2023 CWD sampling rate of 59% of the harvest, a 2024 collection of 241 CWD samples yielding a single positive, and 10 deer deaths attributed to an EHD outbreak that year, against controlled-hunt harvests of 464, 426, and 385 deer across 2022–2024. This is disease surveillance resolved to the individual animal on a single property: the granularity epidemiologists want and rarely get from a statewide program.

IVTHE KANSAS IRONY

A base that out-reports its state

The clearest illustration of the grain gap is Fort Riley, in Kansas, because Kansas is a survey state that publishes no county-of-harvest figure at all, estimating deer take from a post-season hunter survey stratified into management units. A hunter cannot scout Kansas by county because the number does not exist. Yet Fort Riley, a single installation inside that state, publishes managed-acreage figures (about 71,000 acres under wildlife management, roughly 700 acres of food plots planted a year) and controls its hunt down to per-maneuver-area hunter-density caps. The base knows, at property grain, what the state around it can only estimate at unit grain. That inversion is the whole thesis in one image: the finest deer data in America is not held by the biggest agencies but by the smallest, most controlled properties, the ones that can run a near-census because they can close the gate.

VREADING IT HONESTLY

Grain is not generalizability

Two cautions keep this from being oversold. First, a goal is not an observation. Installations publish management objectives — a target density, a desired sex ratio, an antler standard — right alongside measured results, and the two must never be blurred: Camp Atterbury's 25-deer-per-square-mile figure is a stated objective, not a measured density, while its 12.8-inch average spread is a measurement. This paper draws only on the measured, publishable observations and flags the objectives as objectives. Second, a base is not the county around it. A controlled hunt on a managed, fertile, lightly pressured installation will not mirror the public forest or the leased farm next door; its value is as the highest-resolution window available into a real deer population, not as a stand-in for regional conditions. Read that way, as a data-quality benchmark rather than a hunting recommendation, the military installations are the quiet standard the rest of the harvest record is measured against. When you want to know what a full deer census actually looks like, you look at a base.
