The Data Hunter's Field Guide: Reading Government Deer Numbers Without Getting Fooled
State wildlife agencies publish an enormous amount of honest, careful deer data. It still misleads constantly, not through deception but through context that falls away the moment a number is lifted into a headline, a caption, or a chart. A figure that is really a subset gets read as the whole. A management target gets read as a measured fact. A season label slips by a year. This guide is a working field manual for the five traps we hit most, each shown with a real, reproducible example and the single question that defuses it. The goal isn't suspicion of the data. It's fluency in reading it.
- A headline can be a subset. North Dakota's widely-cited harvest is gun-season only: 20,877 for 2025. Add archery and muzzleloader and the state's all-season total (per the North Dakota Game and Fish Department) is materially higher, near 32,000. The gun headline omits roughly a third of the kill.
- A goal reads exactly like a measurement. '25 deer per square mile' is a management objective at Indiana's Camp Atterbury; a nearly identical '23 per square mile' is a measured density at Kansas's Flint Hills refuge. Same units, opposite meaning.
- Raw crash counts aren't deer density. Iowa's top deer county, Clayton (42,354 harvested), logged 1,401 animal-vehicle crashes; metro Polk (10,415 harvested) logged 2,405. The crash map ranks traffic.
- County grain doesn't exist everywhere. Five states estimate harvest from a hunter survey and never resolve below a management unit, so a county figure for them is fabricated, not sourced.
ITRAP ONE — THE SUBSET HEADLINE
The most common way a deer statistic misleads is by being a true count of the wrong thing: a piece of the total presented as the total. North Dakota is the clean case. The harvest figure that circulates is the gun-season deer take: 20,877 for the 2025 season in our record. Deer are also killed there by bow and by muzzleloader, and the North Dakota Game and Fish Department's all-season total runs closer to 32,000. Nobody is lying (the gun figure is exact), but a reader who takes it as 'North Dakota's deer harvest' undercounts by roughly a third. Subset headlines hide everywhere: a 'buck harvest' quoted as 'harvest,' a 'firearm' total quoted as a season total, a 'reported' count quoted as an estimate.
The tell: before trusting a total, ask 'a total of what, over which seasons and weapons?' A harvest number without a scope is half a fact.
IITRAP TWO — THE MISLABELED SEASON
Deer seasons straddle the calendar (they open in autumn and close in winter), so agencies file harvest by season year, and a report dated one year routinely describes deer killed across two. A dataset stamped '2025' may hold the 2024–25 season; a chart captioned with the release year, not the season year, silently shifts every point. The same slippage appears in file names and in datasets that are overwritten in place: Minnesota's per-deer record file, for instance, is replaced annually, so last year's detail is simply gone if it was not captured before the refresh. A caption year is a claim about which season the number belongs to, and it is wrong often enough to check.
The tell: confirm whether a year label means the season year or the publication year, and never align two agencies' series until you have. A one-year misregistration can invert a trend.
IIITRAP THREE — THE GOAL IN A MEASUREMENT'S CLOTHES
This is the trap that fools careful readers, because both numbers are legitimate and they are formatted the same. A management plan will state a deer density in deer per square mile as a goal — the number the managers are steering toward — and a field study will state a density in the same units as a measurement: the number they actually observed. Stripped of one word of context, '25 deer per square mile' could be either. In our property layer it is both: Camp Atterbury lists a deer-density management objective of 25 per square mile, while the Flint Hills refuge reports a measured refuge-wide density of 23 per square mile. Two nearly identical numbers, one a plan and one a fact. Average them or map them together and you have blended an aspiration with an observation.

A goal and a measurement can be the same number in the same units. One is where managers want the herd; the other is where it is. Never average the two.
The tell: for any density or population figure, find the verb. 'Maintain,' 'target,' 'objective,' and 'goal' mark intent; 'estimated,' 'observed,' 'surveyed,' and 'measured' mark fact. If the document won't tell you which, treat the number as unusable.
IVTRAP FOUR — THE CRASH MAP
Deer-vehicle-crash counts are free, tidy, and county-level, so they get pressed into service as a deer-density map. They are a traffic map. A collision needs a deer and a car, and the number of cars varies far more across counties than the number of deer, so the count mostly tracks driving. Iowa proves it: Clayton County leads the state in deer harvest at 42,354 over 2015–2024 but logged just 1,401 animal-vehicle crashes, while metro Polk County (a quarter of the deer, at 10,415) logged 2,405. Rank Iowa by crashes and you get a list of cities; rank it by harvest and you get deer country. (This trap gets its own treatment in our companion paper on crash maps.)
The tell: a crash count answers 'where do deer and cars collide,' which is mostly about cars. Demand a per-exposure rate — collisions per vehicle-mile — before reading a crash map as anything about deer, and check whether it counts deer or every animal on the road.
VTRAP FIVE — THE COUNTY THAT DOESN'T EXIST
Half the country records the county where every deer is killed; the other half does not. Seven states — Illinois, Iowa, Missouri, Wisconsin, Indiana, Ohio, Michigan — require hunters to register their deer, so a county harvest is a real recorded field. Five — Minnesota, Kansas, North Dakota, Nebraska, South Dakota — estimate harvest from a post-season hunter survey stratified by management unit, and the county figure simply is not in the source. A map that shows those five states shaded county by county is not reporting a measurement; it is displaying an assumption about how to chop a unit estimate into county pieces. The tell: before trusting a county number, ask whether the state registers deer or surveys hunters. If it surveys, the county was never measured, and the more polished the map that shows it, the more it is hiding.
VITHE FIELD CHECKLIST
- Scope — a total of what, over which seasons and weapons? A subset in headline clothing is the most common miss.
- Season vs. publication year — does the label mark the deer's season or the report's release? Confirm before aligning any two series.
- Goal vs. measurement — find the verb. Intent words ('target,' 'objective') are not observation words ('measured,' 'estimated').
- Rate vs. count — is the denominator missing? Crash counts, and any raw count over a varying exposure, need normalizing before they rank anything.
- Grain — does this geography exist in the source, or was it manufactured? Registration states have counties; survey states do not.
None of these traps requires bad data or bad faith to spring — only a number traveling one step away from its context. The five questions restore that context, and they turn a reader who takes deer statistics at face value into one who can tell a measured county from an invented one, a herd from a highway, and a fact from a plan. That fluency is the whole point: the numbers are good; reading them well is a skill.
